During WW2, in one town, the locals were plagued with a "phantom gasser."
Never found, it was simply rumors and mass hysteria.

Don't forget the "Satanic Panic" during the 1980's.

Plus actual important news like wildfires, of course. So it looks like people and the media were bored, and needed a shiny object, literally, to distract them.
