...to come up with a "dumb as a ..." comparison that is not an insult to the item/animal being compared.
My best effort is a tapeworm - just like TACO Don, ugly to look at, and sucks the life out of everything.

While in the Navy he headed a team sent to Canada to fix a malfunctioning reactor. They could only spend seconds in the room with it, so they had to practice replacing the problematic part until they could do it in that sliver of time. And it turned out they had overestimated the safe time - his urine was radioactive for months.
