The lower house of the French parliament on Monday unanimously approved the retroactive promotion of Jewish French army captain Alfred Dreyfus to the rank of brigadier general,130 years after he was wrongly convicted for treason in one of Frances most notorious cases of anti-Semitism.

Seems to me that the headline should say "may" or even "likely to", rather than "to", but I don't know much about the French parliament.

The French parliament is set on Monday to back a bill that would promote Alfred Dreyfus, a Jewish French army captain wrongly convicted for treason in 1894, to the rank of brigadier general, in an act of historical reparation for one of the most notorious acts of anti-Semitism in the countrys history.
The lower house National Assembly is expected in a first reading to unanimously approve the legislation, which was put forward by former prime minister Gabriel Attal who leads President Emmanuel Macrons centrist Renaissance party.
The bill will then head to the upper house Senate for debate on a date yet to be fixed.
The symbolic promotion of Dreyfus, whose condemnation came against a backdrop of the late 19th centurys rampant anti-Semitism in the French army and wider society, comes at a time of growing alarm over hate crimes targeting Jews in the country.
