Dumb, non- Kerry related question - how do you get blue excerpt boxes here?

I've looked and can't find anything saying how to do it and the old way seems not to work.

I had added blanks around the equal sign which made it not work. Thank you so much for writing it out!

I also had experience with it 'not working'. But last time I tried it, it worked.
