Over 400,000 non producing oil and gas wells need

to be capped in Canada. The methane leaching out results in 13% of Canadian greenhouse gas emissions. CBC News

Many of them are orphaned, have no owner, and it will cost $90,000 to cap them each.

I don't want to do the math on that.

Okay. I did the math. It will cost $36 Billion from business and governments to solve the problem in Canada.

Two oil refineries are closing permanently and leaving California. I think the state should require not only the refineries but any owner/operator of oil/gas wells be required remove their facilities to it's original/natural state as well as completely cleaning up any hazardous substances on the properties they owned or operated.

they started their fracking(?) industry. I guess they looked at the situation in other energy states and realized there was a big hole in the leasing agreements. Their energy industry was born later than the other ones. The problem of orphaned uncapped wells was known.
