Kaohly Her elected mayor of St. Paul
Rep. Kaohly Her has upset St. Paul Mayor Melvin Carter after reallocation of voters' other choices gave her more votes. Her will be St. Paul's first Hmong mayor, and the first woman mayor in the city.
