DeSatan finally did something good again.

When he first became governor, he did a few things right, but then everything went to hell. As an animal lover, I am very impressed that he signed this.

But he's not, so it never lasts for more than a picture opportunity. He may like dogs, but he sure doesn't care if their owners die, as long as they aren't rich.
