Eighteen Republicans and Independent Rep. Kevin Kiley (Calif.) joined Democrats to pass the measure, which was brought to the floor through a discharge petition by Rep. Gregory Meeks (D-N.Y.), ranking member of the House Foreign Affairs Committee. The final tally was 226-95. Rep. Ilhan Omar (D-Minn.) was the only Democrat to vote against the measure.

He called for Congress to support “the brave Ukrainians fighting for their future, deliver them the weapons that they need to defend themselves, impose costs on the Kremlin for this immoral conflict, and hold Russia accountable for its war crimes.”

The bill offers U.S. support for Ukraine’s reconstruction, combats malign Russian influence, lays out new sanctions against Russia, adds additional security assistance for Baltic countries and provides Ukraine foreign military financing loans to purchase weapons, among other provisions................
