The lack of warrants, the ham-handed “are you committing voter fraud” questioning, etc., are not necessarily designed to result in arrests, but to instill fear. I was able to intercept and decode it. It was very intricate, but if you pay close attention and read between the lines, the message becomes obvious. The full text appears below:

They have no evidence of voter fraud or they would reveal it. Conservatives don't like it when organizations help register people to vote because Republicans do nothing to help the average America and so hate the idea that more and more of them are voting. In 2016 Trump claimed that 3 million illegal aliens voted for Hillary Clinton but when attempts to prove that failed, the Trump administration disbanded the committee investigating that and refused to release the results of their investigations.
