Senate to vote on war powers resolution aimed at blocking U.S. strikes on Venezuela

Washington — The Senate will take up a war powers resolution on Thursday aimed at blocking President Trump from conducting strikes against Venezuela, with a bipartisan group of senators forcing the issue as they warn that a continued campaign against alleged drug smugglers in the region could escalate.

The resolution, led by Democratic Sen. Tim Kaine, would direct the president "to terminate the use of United States Armed Forces for hostilities within or against Venezuela, unless explicitly authorized by a declaration of war or specific authorization for use of military force." The resolution has 15 cosponsors, including Democratic Sen. Adam Schiff of California and Republican Sen. Rand Paul of Kentucky. The vote is scheduled for 5 p.m.

"Congress should not cede its power to any president," Kaine told reporters at the Capitol on Thursday. "If colleagues believe that a war against the narco-traffickers in the ocean or a war against Venezuela is a good idea, then put an [authorization of military force] on the table and debate and vote it, but don't just hand the power over to an executive. That runs against everything that this nation was founded on."

The U.S. military is building up forces in waters off South America and has conducted 16 strikes on alleged drug-trafficking boats in the Caribbean Sea and eastern Pacific since Sept. 2, killing at least 67 people. In the sixth strike, two people survived. Kaine introduced the bipartisan resolution on Oct. 16, one day after Mr. Trump confirmed that he had authorized the CIA to conduct covert operations inside Venezuela.

A senior Russian lawmaker says Moscow just delivered new air defense systems to Venezuela

Business Insider could not verify the authenticity of the lawmaker's comments. FlightRadar data shows that an Ilyushin Il-76 cargo plane landed in Caracas on October 26, before flying to other Latin American countries known to be politically aligned with the Kremlin.
The aircraft was operated by Aviacon Zitotrans, a Russian cargo airline sanctioned by the US Treasury Department in 2023.

Washington said the company is known to transport defense equipment such as rockets, warheads, and helicopter parts, and listed Venezuela as one of Aviacon Zitotrans' delivery destinations.

It's not clear from the report which types of drones Venezuela requested. Caracas may be hoping to secure long-range reconnaissance drones, which would likely need to be linked up to satellites to have usable live feeds, or be lusting after one-way attack drones.
Iran has "a very rich portfolio of systems they could offer" to Venezuela, said Fabian Hinz, an expert in Iranian drones with the International Institute for Strategic Studies (IISS) think tank.
It's hard to tell what Venezuela's Iran-stocked shelves look like, but it's thought to operate an early iteration of Tehran's Mohajer-2 reconnaissance drone. Caracas may have also acquired the upgraded Mohajer-6, an analog to the Turkish-made Bayraktar TB2 that was popular in the early days of the Ukraine war.

Venezuela appears to have a handful of other drones with some Iranian components, Hinz told Newsweek. Many types of Iran's Shahed drones — infamously used by Russia in Ukraine — could have a range of more than 600 miles, including the Shahed-131.
