While the House is not in session, the people that have a Representative in Congress can still talk to their Rep's staff, ask for help with issues, etc. what's known as constituent services. Congresswoman-elect Grijalva does not that capability since she has not been sworn in, hence she has no staff, no official email, no ability to provide services to her constituents.

My congresscritter's (Ben Cline, VA-06) staff is about as helpful as horseshoes on a sheep. Which is to say, not at all.
