Ice obtains access to Israeli-made spyware that can hack phones and encrypted apps

US immigration agents will have access to one of the worlds most sophisticated hacking tools after a decision by the Trump administration to move ahead with a contract with Paragon Solutions, a company founded in Israel which makes spyware that can be used to hack into any mobile phone including encrypted applications.
The Department of Homeland Security first entered into a contract with Paragon, now owned by a US firm, in late 2024, under the Biden administration. But the $2m contract was put on hold pending a compliance review to make sure it adhered to an executive order that restricts the US governments use of spyware, Wired reported at the time.
That pause has now been lifted, according to public procurement documents, which lists the US Immigration and Customs Enforcement (Ice) as the contracting agency. It means that one of the most powerful stealth cyberweapons ever created which was produced outside the US is now in the hands of an agency that has repeatedly been accused by civil and human rights groups of violating peoples due process rights.
The story was first reported by journalist Jack Poulson on his All-Source Intelligence Substack newsletter. Neither Paragon nor Ice immediately responded to a request for comment.

(38,627 posts)How quickly do those thugs come and go? I'll bet most of them don't even last 6 months and then they're out. But they'll have the hacking software which they'll use and share with their friends. Plus it will be handed over to the FBI and other departments that handle investigations.

PS was bought by an American company but still retains its Israeli management, from what I gather.

Graphite gained attention in the spyware market after NSO Group was blacklisted by the U.S. government for its use of Pegasus software against journalists and activists.
But Graphite software, which under Bidend faced scrutiny, probably won't under trump.
Paragon Solutions was established in 2019 and is reported to have some level of U.S. government approval.

I suspect that any spyware we buy coming out of Israel, we buy because Israel's spyware, of necessity, is superior to what US firms produce; or we use it as the alternative, or as cover, so that our own parallel spyware use isn't detected and therefore known about.
