I'm guessing he's pushing them because they haven't made a dent in the limited printing.

What I read sounded like the DC passport office will issue it by default until they run out. It's probably the only way to get rid of them.

I guess that still makes them optional since you could get it somewhere else or do it by mail.

And of course, you can avoid the whole thing, even if DC is your closest office, as long as circumstances don't require the application to be made in person (e.g., no need to be expedited for some reason, which I don't think is possible online/by mail.)
