Why does Trump say 'WELCOME ..' on new Passports when they are issue to people LEAVING the USA???

Others have asked this question but I have NOT seen a response to the question!!

The State Department is issuing a limited-edition passport that features Donald Trump on the inside cover.

To be legally allowed to get my drivers license..per new laws of Florida. A typo has been a nightmare to deal with and to not go into details, I will totally flip out if and when I get my passport and it’s defaced. I’ll have to send it back with a request to issue the original cover and if not, I’ll have to wait until he’s gone and try again.
