The ACLU Indiana framing holds up. Confirmed: $72 billion covering ICE, CBP, detention, deportation operations, surveillance technology, and enforcement partnerships - with no new accountability measures.
The accountability gap is already documented by sources across the political spectrum. The Cato Institute noted this spring that there is "virtually no comprehensive public accounting" of how $190+ billion already appropriated to DHS has been spent. ICE received seven times its annual budget. Congress cannot track it.
$72 billion more, through reconciliation, bypassing regular appropriations oversight, for agencies already operating beyond effective congressional visibility.
