Shift change in Metropolis is the ultimate goal of the billionaire class -- the whole society as presented at the beginning of the movie with the haces with everything in the sunlight and the workers buried underground.



Like so many dystopian cries of science fiction we are much closer to this than to the idyllic world of star trek with Roddenberry's vision of a world where everyone has enough and racism is largely a thing of the past.
