Some wish Kamala Harris had decided to run for governor in California, where Democrats are struggling to break through, rather than weigh another White House run.

The current political math in California goes like this: There are eight candidates running for governor. Only four of them are breaking double digits in polling. And theres a chance that Democrats could be shut out of the general election entirely in November.
To many Democrats in the reliably liberal state, the calculus seems rather grim. Some cant help but wonder about a never-was-but-what-if variable: Kamala Harris.
Maybe, they say, she should have run for governor instead of publicly pondering a third run for president.
Sunny Hostin, a co-host of The View, recently urged Ms. Harris, the former vice president, to reconsider.
California, its like running a country, she said on the morning show. I know that shes talked about being president I dont know if thats the right position for her but my goodness, she certainly knows California.

If Swalwell can't be removed from the primary ballot, how could Harris be added?

I don't think it's meant to convey she could realistically still do so, just noting that some are lamenting that she did not decide to when she could've
There's likely no realistic chance of "reconsidering", despite Sunny's comment.

Though of course there's nothing to stop her from running a write-in campaign, that would likely end in an embarrassing failure.
As you suggest, the practical viewpoint on this subject is that Kamala's chance to do so has already passed.
So, I agree with you, not Sunny
