or any other government facility. Only official federal government events can be held there. The WHCD is a private event that the POTUS is invited to attend. As with all events that POTUS travels to, it is HIS Secret Service detail that provides security - no one else. If his security detail allowed a armed hotel guest to get past certain barriers, THAT'S ON THEM.

Not security provided by the hotel.

Not local law enforcement.

The Secret Service sets the standards and enforces them (or not). They can ask for assistance from the hotel and local law enforcement of they wish. But it is THEIR RESPONSIBILITY to keep POTUS and other dignitaries safe.
