Pennsylvania senator (R) proposes 'draft' to draw congressional districts

HARRISBURG, Pa. (WHTM) — Mid-cycle redistricting is all the rage as parties try to improve their number of congressional seats. Texas and Florida are doing it to benefit Republicans. California and Virginia did it to help Democrats.

But voters of both parties call such naked partisanship wrong. State Sen. Dan Laughlin (R-Erie) said he’s also troubled by the trend, but has a plan to fix a broken system.

“It is the fantasy football draft method,” Laughlin said, and he wants every state to adopt it. There’s no pigskin or helmets, but lots of political blocking and tackling.

His plan lets Republican and Democratic leaders draw the State House, State Senate and congressional maps. They flip a coin — if Republicans win, they draw a district. Democrats get to draw a second district, alternating until the map is done.

Lets modify the Constitution to force all states to use 50/50 bipartisan commissions to draw districts. Neither side gets to gerrymander. I'll take my chances with the American people any day.

Everyone else gets the number of reps by dividing their state's population by smallest state's population rounded down.

Small rural states already benefit from the electoral college, should they really have a smaller representative-to-constituent ratio as well?
