And, Executive Orders cannot directly contradict any statutory law.
Trump may not understand this, but, hopefully, the federal judiciary does.

It is Trump's attempt at governing like a monarch but it is not very successful even though it would appear so when initially announced. In practice, most pewter out and are struck down.
