It is not obligated to assist a member that has instigated a war and finds itself in need of help because it's failed to plan adequately and has gone and fucked it all up.

All you have to do is imagine the worst thing, then add infinity, and he will do it. He is a criminal who has got away with some of the worst actions another human being can do another, is still free to do even more inhumane actions on other humans, and is in one of the most powerful bodies of government, to take his less than basic taunts and ignore it is detrimental to life.
