As many on bluesky have pointed out, this does nothing to relieve congestion as the passengers will still have to go through screening. In fact, all it does is add another line to the screening process.

What options do i or anybody have if they REFUSE to return it? WTF?

A bunch of untrained thugs directing traffic and sitting at the exit to make sure there's nobody entering...they get paid.
The guy working the x-ray machines and handing personal pat downs...they get left trying to figure out how to pay the mortgage.

Just f'ing pass the spending package that funds TSA, FEMA, et al. Hold ICE until we get the no masks, judicial warrants for entry recognized and access to detention centers for unannounced inspections.
