And knows it would be a shitshow if passed. I think he's more than happy to add anti-trans language that is just more likely to make it unpassable shit.

I think we know what is going on here. Republicans have no intention of imposing these rules in red areas. They will let anybody vote there. This is all about erecting impossible barriers and they deploying goons to Dem strongholds to deprive them of their votes.
