Personally, I think ICE should be disbanded, but if they aren't going to do that they should institute a policy:

"Valid" arrest: receive bounty
"Invalid" arrest: have to pay 2x bounty back (half to gov, half to victim along with an apology)

but it will unfortunately never happen under the Miller/tRump regime.
