That last change was early on, and will result in slower advancement for Black men in the armed forces.
Edited to add: No, not early on, although it had been mentioned, iirc. The policies seem to have gone back and forth, but as usual, the regime is ignoring medical science in favor of uniformity and, well, white guys getting more chances to advance.
