Andy McCabe was the leaker, not James Comey, and McCabe told James Comey after the fact. That's what the Inspector General found and cleared Comey.

However the IG questioned McCabe's candor, and in any case McCabe told Comey about the leak after the fact.

It focuses only on whether Comey lied to senators during his senate testimony about the investigation. Specifically, Cruz asked him whether he had ever authorized anyone at the FBI to leak information to the press about investigations into Hillary Clintons emails and possible links between the Trump campaign and Russia.
