Three decades ago, the newly independent country of Ukraine was briefly the third-largest nuclear power in the world.
Thousands of nuclear arms had been left on Ukrainian soil by Moscow after the collapse of the Soviet Union in 1991. But in the years that followed, Ukraine made the decision to completely denuclearize.
In exchange, the U.S., the U.K. and Russia would guarantee Ukraine's security in a 1994 agreement known as the Budapest Memorandum.

(20,845 posts)Trump thinks they did, but my understanding, IIRC, from reading analyses of the agreement is that Ukraine retains control over future mineral rights in territory it now controls, and the US only has rights to extract minerals from Ukrainian territory currently occupied by Russia.
My hope is, once it is clear Trump is abandoning Ukraine, that Ukraine signs a deal with the EU for shared mineral rights in Ukrainian held territory in exchange for EU membership and unrestricted arms supplies until this war is over.

(20,845 posts)Any agreement between Ukraine and the US likely wouldnt be recognized by Russia.
My understanding is the US only has rights to extract minerals from existing Ukrainian mines, 90% of which are currently in Donetsk, under Russian occupation. Ukraine would have to regain control of the region before the US could exercise its rights under the agreement.
If my understanding is correct, that makes Zelensky one shrewd negotiator.
Ukraine retains complete control over mineral deposits in the unoccupied north and west, which have yet to be mined, and are reportedly rich in rare earth metals necessary for todays Technology.

(15,290 posts)In general, but if it was "officially given" to Russia, any deal between the US and Ukraine would be unenforceable.
That said, like 99% of what he does, this was all one big bait and switch to gin up the base and brainless media to think there was something meaningful there.
