Carr's most obvious stretching of truth is his frequent statement that the American public "doesn't trust media." While that might be relatively true as a whole, the causes for that are widely varied. The bases on both sides of the aisle distrust the media that curries favor with their political opponents. Some don't trust for-profit news because they realize how market forces and corporate thinking warp content and presentation. Some distrust local news outlets because they see how slipshod and sensationalistic it often is.

Carr and pals are using an egregiously unspecific term as cover for installing mechanisms to favor their own narrow biases.

Most of it was obfuscation, misdirection and spin. The journalist did his job and Carr was playing dodgeball the whole time.
