The Treasury Secretary says the US has suffered under bad trade deals for years.

He ignores the fact that Trump renegotiated NAFTA (US, Canada and Mexico) in 2018, but claimed that was a bad deal when he imposed the recent tariffs on Canada and Mexico.

If Trump made a bad deal then, why would you think he would make a good deal now?
