The rates used to go from a top of 70% dropping by a few percent as you went down in taxable income all the way to a low of about 15%. Under Reagan the top rate down into the 30's and they flattened out the line with fewer brackets which had the effect of hitting more people in the bottom half of taxable income into broader taxable income brackets for the one or two percentage ranges there.

Under Clinton we were able to raise the top brackets back up slightly and it is one of the reasons he ended with a budget surplus.
